Double_t epsilon: (strictly positive) tolerance for target coverage
Int_t max_iter: (strictly positive) maximum number of undersmoothing iterations

Undersmoothed regularization strength \(\tau^{undersmoothed}\)

TMatrixD * beta: estimate of the true histogram in TMatrixD type
Double_t tau: (strictly positive) regularization strength \(\tau\)
- Output:
Computes coverage probability for each bin and outputs in TVectorD type
